belief-action distinction
The distinction noted in analysis of cases under First Amendment, U.S. Constitution-freedom of speech and religion-to the effect that one is guaranteed the right to any belief he chooses, but when that belief is translated into action, the state also has rights under its police power to protect others from such actions.
